I am unable to change the region in Microsoft Foundry for creating a model

I am using Microsoft Foundry using my university id and I am unable to use any region apart from India and since I need the agents from different regions for my work, I need the access to it

Microsoft Foundry supports multiple Azure regions, and the available regions can vary based on your Azure subscription and the specific model or feature you want to use.

Since you mentioned that you are using a university ID, if your subscription is Azure for Students, please check whether your subscription has an Allowed resource deployment regions policy:

Go to Azure Portal → Policy → Assignments.
Find Allowed resource deployment regions.
Check the Allowed locations parameter to see which regions are available for your subscription.

Azure for Students subscriptions can have a limited set of allowed deployment regions, and these regions can vary by subscription.

If the region you require is not included in the allowed locations, you won't be able to create the Foundry resource/project there using that subscription. In that case, you may need to use another Azure subscription that supports the required region.

The region usually cannot be changed freely when the subscription is restricted. With university or student-linked subscriptions, Azure can limit resource deployment to a predefined set of allowed regions, and that can prevent access to Agent-supported regions.

To verify what regions are allowed for the subscription:

In Azure portal, open Azure Policy.
Go to Authoring > Assignments.
Open the assignment named Allowed resource deployment regions.
Check Allowed locations under Parameter value.

Those listed regions are the only regions available for deployment under that subscription policy.

For Microsoft Foundry specifically:

Foundry projects are region-based.
Agent availability depends on region.
Not all tools are available in every region. For example, file search is not available in Italy North and Brazil South.
Before creating resources, verify region support by:
- choosing a candidate project region,
- checking feature-specific regional support,
- checking quota in Foundry portal under Manage > Quota and turning on Show all.

If only India regions are allowed by the subscription policy, access to other Agent-supported regions cannot be enabled from within Foundry. In that case, the practical path is to use a subscription type that allows the required regions.

Also note that Foundry project availability and Agent Service supported regions are separate checks. A region can support Foundry projects, but model or Agent availability can still vary by region.
