Edge developer registration blocked at enrollment (reference 715-123225)

My enrollment in the Microsoft Edge program was blocked, and I would like to understand why and what is needed to proceed.

What happened: I completed the Microsoft Edge Developer Account Registration form (Individual account) and selected Accept and continue. The response was a page reading "Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked", with the reference number above. The URL ended in /enrollnow/error/msedgeaddons/SessionValidationFailed.

The Partner Center account itself appears to exist: Account settings opens, and the Microsoft Edge card still offers Get started. Only the Edge program enrollment was refused.

The usual support path is closed for this case. In Partner Center, Help + support requires a Workspace, and that list is empty because no program is enrolled, so a service request cannot be created.

Questions. First, what causes this block at enrollment, to the extent it can be shared? Second, is there anything I can correct or provide to complete enrollment? Third, should I retry the enrollment form, or would retrying make things worse while this is open?

I would rather wait for guidance than retry blindly. Thank you.
