I am planning to import a Microsoft Surface Laptop from the USA to India. The laptop will be awarded to me as a prize for winning a hackathon. It is not being purchased for resale or commercial purposes.

However, Indian Customs has asked for a BIS certificate, and I currently do not have one. Since the laptop has not arrived yet, I do not know the exact model number or BIS registration details.
Could someone please advise me on the correct process?

Since the Surface Laptop is being awarded as a hackathon prize and not purchased for resale, I would first ask the organizer/sender for the exact Surface model number/SKU and its BIS CRS registration details.

You generally cannot obtain the BIS registration yourself without knowing the exact model. Once you have those details, provide them to the courier/customs along with the hackathon prize/award letter and invoice or proof of value.

I would also ask Customs/courier to confirm exactly which BIS document they require for this personal prize shipment.

The BIS registration belongs to the manufacturer/product—not to you personally. BIS's CRS is the applicable scheme for electronic/IT products such as laptops.

If it is coming by FedEx, DHL, UPS, etc., the authorized courier handles the customs declaration/clearance process through the Express Cargo Clearance System. CBIC confirms that authorized couriers file the appropriate electronic Courier Bill of Entry for imported consignments.

Thank you for the clarification. The laptop is being sent through FedEx, and we already have the invoice. It is a hackathon prize and is not being purchased for resale or commercial use.

FedEx Customs Clearance has requested only the BIS certificate. We do not currently have the exact BIS certificate or registration number, so we have asked the organizer/sender to provide the exact Surface Laptop model number/SKU and the applicable BIS CRS registration details.

Could anyone please advise whether the BIS certificate must be provided by Microsoft or the sender, and whether FedEx can coordinate with Microsoft’s authorized Indian representative to obtain it?

If the specific model is not BIS-registered, please advise whether Customs can consider an exemption, undertaking, or another clearance procedure for a single laptop imported as a hackathon prize.

We can provide the invoice, hackathon winner/prize confirmation, shipment documents, and a declaration that the laptop is for personal use and will not be resold. Any guidance on the correct document or procedure would be greatly appreciated.

Contact the organiser before they ship it and ask for the exact Surface model/SKU and BIS CRS registration information. That will prevent the package from reaching Indian Customs with an incomplete description.

Ask the hackathon organiser/sponsor for the exact Surface model before shipment. Ask them to provide:

Exact Microsoft Surface model

Model number

SKU/part number

Serial number, if available

A copy of the invoice/proforma invoice

Confirmation that it is a prize/award and not a commercial sale

Declared value of the laptop

We followed this process and contacted the hackathon team before shipment. However, we have not yet received a proper response containing the exact Surface model, model number, SKU/part number, BIS CRS registration details, or confirmation from the sponsor.

The shipment has been sent through FedEx, and FedEx Customs Clearance is now requesting the BIS certificate. We already have the invoice, but the shipment is currently pending because the BIS document has not been provided.
