As we would like to upgrade PCs from 24H2 to 25H2, we know that we need to deploy an enablement package first before upgrade to 25H2 such as kb5054156.

I created a new package for it but seems not working. It stuck "in progress". I checked clients also no package was found. Please advise.

    You shouldn't need to deploy the enablement package as a Win32 app if the devices are managed by Intune. For Windows 11 24H2 to 25H2, the recommended approach is to use Windows Update for Business feature updates and target devices to 25H2.

    If the package is showing as "In Progress" and isn't appearing on clients, I'd first check app assignment, detection rules, and Intune Management Extension logs, but using WUfB is the simpler and supported method for this upgrade.
