    Since the verification message does not appear in Junk, Deleted Items, or Recoverable Items, adding the sender to Safe Senders may not help if the message is being rejected before it reaches your mailbox.

    I recommend first asking Oracle to check their delivery logs for this verification email and confirm whether Microsoft accepted or rejected it. If possible, ask them for the SMTP response/error code, sending time, and Message-ID.

    If Oracle confirms that Microsoft accepted the message but it still never appears in your mailbox, please sign in to Outlook.com, select Help, describe the issue, then scroll down to Still need help? and select Yes. Include the sender address/domain, approximate sending time, and any SMTP information provided by Oracle.
