My Hotmail account was compromised and used to send unauthorized emails. I immediately changed my password. I can sign in and see my old mail, and I can send mail, but I cannot receive any new mail. Incoming test messages don't bounce; they simply never appear, even in Outlook on the web. Forwarding is OFF, IMAP is enabled, there are no rules or blocked senders, Filter is set to All, and storage is 49% used. Microsoft Support, the Sign-in Helper, and live chat are all returning “Request is blocked” or “service unavailable.” Please check whether there is an inbound restriction or security restriction on my mailbox.

Hi diane tomlin,

Thanks for providing all the details you've already checked. Since you can sign in successfully, access existing emails, send messages, and you've already confirmed there are no forwarding rules, blocked senders, filtering issues, or storage limitations, it sounds like you've covered the most common mailbox configuration causes.

Given that incoming test messages are not being rejected but also never appear in the mailbox, and that the issue persists even in Outlook on the web, this may require a closer review on the account or mailbox side rather than within your Outlook settings. Based on what you've described, there are no obvious client-side configuration issues remaining to investigate.

You've also mentioned that attempts to contact Microsoft Support, the Sign-in Helper, and live chat are returning "Request is blocked" or service unavailable messages, which makes self-service troubleshooting especially difficult.

At this stage, the most appropriate next step would be to continue pursuing a direct account review through Microsoft's support channels when they become available. Community members and forum moderators generally do not have access to mailbox-level diagnostics or the ability to verify whether any security-related restrictions have been applied to an individual account.

In the meantime, it may be helpful to continue monitoring the account from Outlook on the web, as this removes any local client variables and provides the most accurate view of the mailbox state.
