Hardware Developer Program registration deactivated — no workspaces provisioned, cannot create a support request

Our Hardware Developer Program registration is deactivated, and we cannot open a support request through any available channel to get it reactivated.

Blockers

  • Engage Center returns "No Access — You don't have permissions to any workspaces in Engage Center."
  • Account settings > My access lists no workspaces at all for the organization.
  • The Partner Center AI assistant declines to create a case and refers back to Help + support, which leads to the same No Access page.
  • The signed-in user is Global admin, so this is not a role or permissions gap.

What we see in the portal

  1. Account settings > Programs lists Hardware under "Active In" with: "Our records indicate that you have already enrolled into this program but your program registration is deactivated."
  2. Account settings > Manage certificates lists no certificates, although an EV code signing certificate was previously registered to this account.
  3. Uploading a signed SignableFile.bin on Manage certificates returns: "The code signing certificate you used to sign the file has already been used or the certificate name has already been used by a different seller. Please use a different certificate."

Troubleshooting already done

  • Verified the certificate is a genuine EV code signing certificate (EV business category, jurisdiction of incorporation fields, EV issuing CA).
  • Verified the signature and certificate chain validate locally.
  • Completed an outstanding account verification that had been missed; Legal info now shows Authorized. The Hardware program registration remained deactivated afterward.
  • Confirmed both sign-in identities we use resolve to the same account, Seller ID 96086070.
  • Confirmed a separate Entra identity in another tenant has no Partner Center developer account attached, so there is no duplicate registration to consolidate.
  • We have deliberately not re-registered for the Hardware program, to avoid creating a duplicate enrollment.

Background

We believe the registration was deactivated after an account verification request issued in March 2026 went uncompleted, because notifications were going to a mailbox that was not being monitored. That verification has since been completed.

Request

Could a moderator please help route this for backend reactivation of the Hardware Developer Program registration on Seller ID 96086070, and restoration of the associated certificate? We are unable to reach support through any documented path because no workspaces are provisioned for the account.
