When attempting to add another Outlook account. The individual received an account creation blocked message saying there was a detection of unusual activity. How do we resolve this issue?

    Please try:

    • Turn off any VPN or proxy.
    • Try a different network, such as a mobile hotspot.
    • Wait a few hours and try again.
    • If the issue continues, use Microsoft’s Sign-in Helper or contact Microsoft Support.
    • Please check your account to another laptop, its working or not.

Multiple reports of the same problem. e.g.

    https://learn.microsoft.com/en-us/answers/questions/5986835/cant-create-account-microsoft

    https://learn.microsoft.com/en-us/answers/questions/5992695/how-do-i-create-a-new-outlook-email-when-i-keep-ge

No official acknowledgement of the problem from Microsoft, and no solutions (that I have seen).

    Try Chat Support:

    • Open a browser to https://support.microsoft.com/en-us/home/contact
    • Tell us your problem: {Whatever}
    • [Get Help] {Scroll down to the bottom of the page} [Sign in to Contact Support]
    • Sign in with any Microsoft account
    • Products and services: "Other Products"
    • Category: "Manage Account Security"
    • [Confirm]
    • Choose a support option -> "Chat with a support agent in your web browser"

Get a friend or relative in another location to try and do the create for you. Make sure they put an "Email a code" 2nd verification on the account. You'll need it when you try to logon for the first time from a different location.

If the account shows blocked due to unusual activity, use the sign-in flow to verify identity with a security code and unblock it.

    1. On the sign-in screen, follow the unblock prompts and select where the security code should be sent.
    2. Enter the code to regain access.
    3. If the block shows Try another verification method:
      • use a different verification method already connected to the account
      • switch networks, such as Wi-Fi to cellular or another Wi-Fi network
      • stop repeated attempts and wait at least 24 hours; if still blocked, wait longer, up to 1 week
    4. If the Outlook.com account still cannot be unblocked, use Sign-in Helper.
    5. If the mailbox or OneDrive storage is full, email send/receive can also be affected, so check mailbox storage and Outbox.

If this is specifically in Outlook for iOS or Android and the error appears when adding a second Microsoft 365 account, there is a separate limitation: additional Microsoft 365 accounts must be hosted in the same physical region as the first one added to Outlook Mobile. In that case, there is no workaround.
