    Hi Rafael Aryeh Smith,

I can see that the AI Answer has already covered the main message-content, Outbox, connection and antivirus checks. Since the warning appears for every outgoing message, I’d like to narrow down whether the block is coming from Classic Outlook or from the email account itself.

Would you mind confirming the following?

    • Who is your email provider, such as Outlook.com, Microsoft 365, Gmail, Yahoo or another provider?
    • Can you send an email from the provider’s webmail site?
    • Does this affect every account added to Classic Outlook, or only one?
    • When did it start, and did it follow a password change, Office update, antivirus change or another account change?
    • Do you receive any other error code or non-delivery message? If so, please remove any email addresses or personal information before sharing it.

Please also check the status bar at the bottom of Outlook. If it shows Working Offline, Disconnected or Trying to connect, open the Send/Receive tab and select Work Offline to reconnect. Once the status returns to normal, try sending the message again.

If Outlook appears connected and sending works through webmail, close Outlook, press Windows key + R, enter outlook.exe /safe and press Enter. Then try sending another basic message. If it works in Safe Mode, an Outlook add-in may be interfering with outgoing mail.

If Safe Mode makes no difference, you can try repairing the Outlook profile under File > Account Settings > Account Settings > Email > Repair, if that option is available, and then restart Outlook.

If the same issue also occurs in webmail, the account may be restricted by the email provider or mail server. For a work or school account, the email administrator may need to check the account’s outbound-spam status and mail-flow information.

Please share the results of the webmail and Safe Mode tests along with the account type and I’ll help you work out the most appropriate next step.

For this Outlook spam-style send block, use this order:

    1. Send a plain test message to the account itself.
      • No links
      • No attachment
      • No signature
      • One recipient only
      • No copied or heavily formatted text
    2. If that works, the message content is the trigger.
      • Remove links first.
      • Keep the message short and direct.
      • Avoid complex formatting or HTML-style content.
      • Add content back gradually to find what causes the block.
    3. Check whether a stuck message is blocking sending.
      • In classic Outlook, open Outbox.
      • Start with the oldest stuck message.
      • If it has a large attachment, remove it and send again.
      • Some providers block large messages, and Outlook.com cannot send attachments larger than 25 MB.
    4. In classic Outlook, force a send/receive.
      • Go to Send/Receive > Send/Receive All Folders.
    5. Verify internet connectivity.
      • Open a browser and confirm normal web access.
      • If the connection is unstable, Outlook may not send.
    6. Check antivirus email scanning.
      • If antivirus is installed, look for Internet Email Auto Protect or Internet Email Protection.
      • Temporarily disable only the email-scanning feature and test again.
    7. If sending fails only to certain people, ask the recipient to add the address to their safe senders list.
    8. If a non-delivery receipt is returned, review the exact reason in the bounce message. Common causes include:
      • invalid recipient address
      • recipient mailbox full
      • recipient server issues
      • recipient spam filtering
    9. If using a newer Outlook.com account, sending may be temporarily limited until the account establishes credibility.

If the problem continues, use Help in Outlook.com and, if needed, Still need help? to contact support.
