I can see that the AI Answer has already covered the main message-content, Outbox, connection and antivirus checks. Since the warning appears for every outgoing message, I’d like to narrow down whether the block is coming from Classic Outlook or from the email account itself.
Would you mind confirming the following?
Please also check the status bar at the bottom of Outlook. If it shows Working Offline, Disconnected or Trying to connect, open the Send/Receive tab and select Work Offline to reconnect. Once the status returns to normal, try sending the message again.
If Outlook appears connected and sending works through webmail, close Outlook, press Windows key + R, enter outlook.exe /safe and press Enter. Then try sending another basic message. If it works in Safe Mode, an Outlook add-in may be interfering with outgoing mail.
If Safe Mode makes no difference, you can try repairing the Outlook profile under File > Account Settings > Account Settings > Email > Repair, if that option is available, and then restart Outlook.
If the same issue also occurs in webmail, the account may be restricted by the email provider or mail server. For a work or school account, the email administrator may need to check the account’s outbound-spam status and mail-flow information.
