I understand the frustration. The “sign out to sign in” message usually means the Outlook web page cannot complete the account session, not necessarily that the password is wrong.
Here are some suggestions you can try:
Check the Microsoft service status. If Outlook or Microsoft consumer services show an issue, wait for the status to return to normal before retrying.
Go directly to https://outlook.live.com/ instead of using an old bookmark or a link from another Microsoft page.
Temporarily disable ad blockers, privacy extensions, VPNs, or antivirus web protection, then reload the page. Ad blocking can prevent account and sign-out options from appearing correctly.
Try another supported browser, or switch from Wi-Fi to mobile data. This helps identify whether the problem is limited to the browser or network.
If using Safari, temporarily turn off Prevent cross-site tracking and make sure Block all cookies is disabled.
