Since the Reactivate subscription action itself is failing and returning: "There was a problem submitting your request. Please try again, or contact support for help." this is most likely a subscription or billing-side issue that requires access to Microsoft's subscription management systems.
Depending on your situation, I recommend the following:
- If you can still access the Microsoft 365 Admin Center, open a support request from Admin Center > Help & Support. Microsoft Support can review the subscription status and investigate why the reactivation request is failing.
- If the subscription was purchased through a reseller, partner, or CSP provider, contact them directly first, as they may manage the subscription and may need to reactivate it on your behalf.
- If you cannot access the Admin Center, contact Microsoft Support by phone and explain that the subscription is disabled and the reactivation request fails with an error. Subscription and billing teams have access to information that is not available through the community forum and can verify the subscription's current state and available recovery options.
Unfortunately, subscription status, billing information, payment issues, and backend reactivation requests can only be reviewed by the subscription provider or Microsoft Support and cannot be investigated from the community forum.
