Azure Copilot Agents — Data Residency for Australian Tenants (australiaeast region)

We are an Australian organisation with our Azure tenant hosted in the australiaeast region. We are aligned to the Australian Signals Directorate (ASD) Blueprint for Secure Cloud and have compliance obligations that require us to understand data residency for all active services.

Six Azure Copilot agents were auto-enabled in our tenant on 1 August 2026. We have confirmed from Microsoft documentation that the Migration Agent may process and store data in any Azure region for non-EU customers. However, we could not find equivalent data residency documentation for the following five agents:

  • Observability Agent
  • Troubleshooting Agent
  • Deployment Agent
  • Optimization Agent
  • Resiliency Agent

Our specific questions are:

  1. For each of the five agents above, is prompt and response data processed within Australia (australiaeast) or can it be routed to other Azure regions?
  2. Are there any data residency guarantees for these agents for Australian tenants?
  3. Is there documentation covering this specifically for Australian government-aligned organisations?

Any guidance or pointers to official documentation would be greatly appreciated.

    Hi Nyeem,

    From Microsoft’s current documentation, I would not assume these agents keep all processing within Australia East.

    Microsoft provides specific EU data-boundary information for some Azure Copilot agent services, but I could not find an equivalent Australia-only residency guarantee for the Observability, Troubleshooting, Deployment, Optimization, or Resiliency agents.

    Since you have ASD-related compliance requirements, I recommend opening an Azure support case and requesting written confirmation from Microsoft on the processing and storage location for each agent. Until that is confirmed, you may also want to disable any agents that do not meet your organisation’s residency requirements.
