Sending, receiving, and organizing email in Outlook.com
For a Hotmail/Outlook.com account, this matches a known Outlook.com issue where changes to Safe senders and domains or Blocked senders and domains can fail with “Couldn’t save changes”.
Use this path first:
- In Outlook.com, go to Settings > Mail > Junk email.
- Try adding the sender or domain again under Safe senders and domains:

- Enter the full email address or the domain.
- Select OK, then Save.
- Sign out of Outlook.com completely.
