I cannot add or remove any addresses or domains in my Safe Senders list. Every change fails with the message “Couldn’t save changes.” This happens in Outlook.com and in the Windows Outlook app. No Safe Sender updates are saved at all.

This is a hotmail.com address.

using windows 11 and edge browser.

No Safe Sender updates are saved at all.

If you only need to get an email off your Blocked list, or add to Safe, but can't save changes:

I believe this is a server-side issue, and it appears to affect only some users.

The most effective way to make the engineering team aware of the problem is to submit feedback directly from Outlook.com.

In Outlook.com, go to Help > Feedback > Report a problem.

Provide as much information as possible. You can also include screenshots or a screen recording showing the issue.

I also recommend selecting "Yes" when asked whether diagnostic logs can be shared. These logs contain diagnostic information and can be very helpful to the engineering team when investigating the problem.

A potential workaround is to refer to this thread and look for Aaron's comment:

For a Hotmail/Outlook.com account, this matches a known Outlook.com issue where changes to Safe senders and domains or Blocked senders and domains can fail with “Couldn’t save changes”.

    Use this path first:

    1. In Outlook.com, go to Settings > Mail > Junk email.
    2. Try adding the sender or domain again under Safe senders and domains:
      • Select Add safe sender.
      • Enter the full email address or the domain.
      • Select OK, then Save.
    3. Sign out of Outlook.com completely.
    4. Close the browser.
    5. Reopen Edge and sign back in, then test saving the change again.

If it still fails, the issue may be service-side for Outlook.com accounts. In that case:

    • Wait and try again later, because a fix has been reported as rolling out for affected accounts.
    • Use Outlook.com support if the problem continues.

A reported workaround that has helped some users is:

    1. Make sure the sender is saved as a contact.
    2. In Outlook.com, go to Settings > Mail > Junk email.
    3. If there are entries in Safe senders and domains, remove them all and select Save.
    4. Then try the blocked/safe sender change again.
    5. If there are mail rules configured under Settings > Mail > Rules, disable them temporarily and test again.

Important detail for Outlook desktop/classic Outlook: if the mailbox is hosted on Exchange or Exchange Online, Safe Senders changes made in Outlook may not be recognized by the server. For a personal Hotmail.com mailbox, the main issue described here is the Outlook.com save failure rather than a local Windows 11 or Edge problem.
