cannot add or remove addresses to my safe senders list in OWA

I cannot add or remove any addresses or domains in my Safe Senders list. Every change fails with the message “Couldn’t save changes.” This happens in Outlook.com and in the Windows Outlook app. No Safe Sender updates are saved at all.

This is a hotmail.com address.

using windows 11 and edge browser.
