Win10 to Win11 update SNAFU

PC health Check claims that “This PC meets Windows 11 requirements”. Windows Update claims “Your device is missing important security and quality fixes” while also failing to find any additional updates. I’d like to update from Win10 22H2 to Win11 but the update does not appear to be available. Short of springing for a fresh Win11 in$tall, how do I get Win11?
