I purchased Windows 11 Pro (digital copy) through the Microsoft Store. The order appears in my Microsoft account, but activation in my Parallels VM fails with 0xC004F213 and 0x803F7001.

“I’m in Canada and I’m having trouble with Windows 11 activation. I don’t have a product key; I’m relying on a Windows 11 digital license that I purchased, yesterday, through Windows when it instructed me to. I have my Order number 8412843414. I’m now trying to run Windows 11 Pro in a Parallels virtual machine, and it will not activate. I’ve followed the automated self‑help links and activation troubleshooting but I still can’t get Windows activated. I need help to review my digital license and advise whether it can be transferred or reactivated, or if I need a new Windows 11 Pro license.”

Sorry to hear that you are having trouble activating Windows 11 Pro. Could you please confirm the following?

    1. Was the Windows 11 Pro license purchased from the Microsoft Store from inside this exact Parallels virtual machine, or was it purchased before this VM was created?
    2. After purchasing Windows, was the Parallels VM recreated, cloned, restored from a backup, or was its hardware configuration changed?
    3. Under Settings > System > Activation, does it show Windows 11 Pro as the installed edition?
    4. Are you currently signed into Windows with the same Microsoft account that was used for the Microsoft Store purchase?
