I need help restoring Windows activation on a Dell XPS 8700 that was previously activated. I do not want to purchase another Windows license or reinstall Windows unless it is confirmed that my existing licenses cannot be restored.

System information

  • PC: Dell XPS 8700
  • BIOS: Dell A14
  • Installed OS: Windows 10 Home 22H2, build 19045
  • Edition: Core

Current activation status I ran slmgr.vbs /dlv as Administrator. It reports:

  • Description: Windows(R) Operating System, RETAIL channel
  • License Status: Notification
  • Partial Product Key: 8HVX7
  • Notification Reason: 0xC004F034
  • Remaining Windows rearm count: 1001
  • Remaining SKU rearm count: 1001

Windows Activation initially reported: “Windows reported that the hardware of your device has changed.” Error: 0xC004F211

I also encountered:

  • 0x803F7001
  • 0xC004F034
  • 0xC004E016

What I have already tried

  1. Windows Activation Troubleshooter – failed to activate Windows.
  2. “I changed hardware on this device recently” – the Microsoft account window displays “Just a moment” and then closes.
  3. Microsoft Product Activation Portal – I generated an Installation ID, but the official portal reported that it could not verify the Installation ID.
  4. Get Help / Microsoft account sign-in also returned 0x800704CF even though normal Internet access works.
  5. Network repair/reset procedures and reboot did not resolve the issue.

Important additional information

The Dell BIOS/UEFI contains an embedded OEM product key. I am not posting the full key publicly; its last five characters are G8Y8Q..

When I attempted to use that firmware OEM key with the currently installed Windows 10 Home, Windows returned 0xC004E016, suggesting that the key may be for a different Windows version or edition.

The currently installed Windows license is instead showing as Retail channel, partial key 8HVX7.

Before this activation problem, I was troubleshooting boot problems on this computer. The system had been using Legacy boot settings and I changed it back to UEFI so that Windows Boot Manager would boot correctly. Windows now boots and operates normally. I am not assuming that the UEFI change caused the activation problem; I mention it only as part of the history.

My questions

  1. How can I determine whether the previously activated Retail license ending in 8HVX7 can be restored on this same PC?
  2. How can I determine which Windows version and edition the Dell firmware OEM key ending in G8Y8Q actually licenses, without posting the full product key publicly?
  3. Is there a supported way to restore the existing activation without reinstalling Windows or purchasing another license?
  4. If Microsoft needs to verify the full OEM/Retail key or activation history, how can I securely provide that information to Microsoft Support rather than posting it publicly?

I would appreciate guidance based on the existing licenses before considering a new Windows purchase or reinstall.I need help restoring Windows activation on a Dell XPS 8700 that was previously activated.
