The message shown does not necessarily confirm that 3D Builder is specifically region-locked in Norway. However, 3D Builder is now a legacy app and its availability through the Microsoft Store may vary by region or account. You can first confirm that Settings > Time & language > Language & region > Country or region is correctly set to Norway, verify that the Microsoft Store account uses the same region, then sign out of the Store, run wsreset.exe, and check the listing again.
If the Install button remains unavailable, there may not be a reliable Microsoft-supported way to obtain a new installation through the Store in your current region. I would also avoid downloading APPX packages from unofficial third-party websites, as their security and integrity cannot be verified.
