If you haven't tried it yet, first, sign in here with the Microsoft account you normally use to manage the family: https://account.microsoft.com/family/home Check which accounts are listed and whether each one shows as an "Organizer" or "Member."
Do not remove either account yet until it is clear which one is actually controlling the children's devices.
To help narrow down the issue:
- Are the two accounts both yours, or is one your child's account?
- Do your children's devices appear under both accounts, or only one of them?
