Linking Microsoft Account - User Logged in Elsewhere Error

I need help linking my Microsoft account to a game. I bought a game called grounded which allows for cross play only via Microsoft. Whenever I try to link the account it says user logged in elsewhere despite the fact I know I’m not. I’ve reset my password, unlinked all devices and even used a Microsoft feature where by you can sign out of all locations. Despite all of this I still get the same issue. I reached out to Grounded but they cannot help as they are not involved in the linking process. It is impossible to contact Microsoft without it being a shit ai chat bit that is practically useless. I need help from a genuine human otherwise I will have lost the money I spent on the game due to this issue.

    In particular, if you are playing on PlayStation or Nintendo Switch, was this Microsoft account previously linked to a different PlayStation Network or Nintendo profile? Or has another Microsoft/Xbox account previously been linked to the console profile you are currently using? It could even be that you used a different game like Minecraft and linked a Microsoft account to that console profile.

    If possible, please also confirm whether you have access to the previous console/profile where the Microsoft account may have been used.
