Microsoft states that Azure for Students resources are intended for education/teaching, noncommercial research, and developing, testing, or demonstrating applications for those purposes.
So, using Windows Server to build a lab Active Directory environment for students to learn, practice, or complete coursework would generally fit the educational purpose. However, using the student benefit to run your institution’s production Active Directory or manage real faculty and student accounts would go beyond a learning environment and should use appropriately licensed institutional infrastructure.
If this is intended for real institutional accounts, I recommend confirming the licensing with your institution’s Microsoft licensing representative before deployment.
