Microsoft for Startups AADSTS16000 blocks onboarding and Azure Support

I am trying to complete Microsoft for Startups onboarding using the current no-referral-code process.

I signed in with my personal Microsoft account and selected Continue without a code. When the process sends me to Azure, I receive the following error:

AADSTS16000: My user account from identity provider live.com does not exist in the Microsoft Services tenant and cannot access the application ADIbizaUX.

The same error also prevents me from accessing Azure Help + Support, so I cannot submit a support request through the normal Microsoft for Startups support process.

I have already followed the Microsoft for Startups onboarding process and need assistance correcting the account/tenant provisioning so I can complete my application.

Could a Microsoft moderator/support representative please escalate this to the appropriate Microsoft for Startups onboarding/account provisioning team?
