From what you've described, it sounds like the sign-in process may be getting blocked because Windows Hello PIN setup has not completed successfully, even though your Microsoft account itself was created and your email access is working.

- Open Settings > Accounts > Sign-in options and check whether there are any messages or warnings shown under PIN (Windows Hello).
- Make sure Windows is fully connected to the internet, then restart the device and try adding the PIN again from Settings > Accounts > Sign-in options > PIN (Windows Hello).
- If you're signing into Office or OneNote, try using OneNote for the web first to confirm the account can access Microsoft services while the Windows sign-in issue is being resolved.
- If you recently created the Microsoft account, sign out of the affected app and sign back in after a short period to allow account verification and synchronization to complete.
Regarding your previous OneNote content, notes stored under an older Microsoft account typically remain associated with that original account. If you need access to notes from the old account, you may need to sign in with that account and share or transfer the notebooks separately once access is restored.
If Windows Hello continues to refuse PIN creation and the same prompt keeps appearing, it may be best to contact Microsoft Support directly so they can review the device's Windows Hello configuration and account registration status in more detail.
