No option to add phone number

I'd like to add my phone number to my account as a backup for verification. The add phone number button is missing. I tried changing the way I sign in and it doesn't appear there, either. How can I add my phone number to my account?

    Microsoft announced they are deprecating SMS recovery codes on Microsoft accounts, it is no longer possible to add a new phone number to a Microsoft account, they indicate we should not use the Authenticator app, a PassKey or add a new Email address for account recovery.
