Microsoft does not currently provide a public email address for sending Microsoft for Startups business-verification documents. Microsoft’s documentation says that business and domain verification issues are handled by Microsoft for Startups Program Support, and support requests should be submitted through the Azure Portal.
In the Azure Portal, open Microsoft for Startups and look for Program support or Your Microsoft Team → Get program support. You can submit the verification issue there and provide supporting documents when requested.
If that option is missing from your portal, which has also been reported by other users on the newer Startups experience, I would ask a Microsoft moderator here to help route your case to the Microsoft for Startups Program Support/Verification team.
