Azure for Students verification fails: stuck GitHub route, ineligible school domain

Based on the three reproducible attempts you documented, this does not look like a browser/session issue anymore.

There are two separate checks involved here:

1. GitHub Student Developer Pack verification

Azure for Students academic/eligibility verification

Being successfully verified by GitHub does not automatically guarantee that Azure for Students will accept the account. Microsoft runs its own eligibility and academic verification process.

Your school-domain result is particularly important:

@ocean.umt.edu.my → “You're not eligible for an Azure free account”

That strongly suggests either:

the student subdomain is not currently recognized by Microsoft's academic verification system, or

the account is failing an Azure-side eligibility/risk check.

The GitHub route failing independently with:

“Unable to complete Azure for Students verification”

despite an active Student Developer Pack also suggests that the GitHub benefit is not successfully completing the Azure-side verification step.

At this point, I would stop retrying with different browsers/accounts and escalate this as an Azure for Students academic verification issue.

When contacting Azure for Education/Student support, include:

your university name: Universiti Malaysia Terengganu

academic domain: ocean.umt.edu.my

confirmation that your GitHub Student Developer Pack is active

confirmation that the GitHub email and Microsoft account email match

all three Session IDs

the exact error from each verification method

confirmation that no Azure subscription currently exists

I would specifically ask them to confirm:

1. Whether ocean.umt.edu.my is registered/accepted for Azure for Students academic verification.

2. Whether the GitHub verification path is failing server-side for your account.

3. Whether your Azure for Students verification state can be reviewed or reset.

Unfortunately, Microsoft Q&A contributors cannot inspect Azure's internal eligibility state or manually approve a student subscription, so this part requires Microsoft Education/Azure support.

One important point: I would avoid creating additional Microsoft accounts or repeatedly retrying the activation flow, because that is unlikely to fix a domain-verification problem and could make troubleshooting more confusing.
