Azure for Students verification fails with both school email (blocked by tenant, error 53003) and personal Microsoft account (generic verification error)

I am trying to sign up for Azure for Students and cannot complete verification with either account:

  1. University account (federated login via Azure AD tenant): Signing in succeeds and passes MFA, but I get "You don't have access to this - Error Code: 53003" when trying to reach the Azure Portal / student verification application. This looks like a Conditional Access policy set by my university's IT admin that blocks student accounts from accessing the Azure Portal application entirely.
  2. Personal Microsoft account (created fresh with a personal Gmail address, not tied to the university): When I go through azure.microsoft.com/free/students and sign up, I get "Unable to complete Azure for Students verification - Please try again shortly or contact us." This happened consistently across multiple attempts.

Since my university blocks Azure Portal access at the tenant level (error 53003), I would like to complete verification using my personal Microsoft account instead, with manual/document-based verification (student ID or enrollment letter) since the automatic domain-based check isn't an option for me.

Could someone from the Azure for Students / SheerID verification team help me complete manual verification on my personal account? I'm happy to provide proof of enrollment.
