Blinking Icons on desk top

I have noticed that over the last two days the icons on my Windows 11 desktop computer will blink or flash as if they are being refreshed (about every 30-40 seconds). This doesn't seem to have any affect the operations of the computer but it is an annoyance. I do not normally fix my issues and contacted Geekd Quad. Well, I still have an issue. Advice as how to solve this? Thank you

    Hello,

This can be related to the Windows Explorer process, the display driver, or corrupted system files.

Here are the troubleshooting steps you can try first:

    1

Run the System File Checker Utility Scan.

Open the Command Prompt (Administrator) window.

Run these commands one by one and click Enter for each command.

    Dism /Online /Cleanup-Image /RestoreHealth

    sfc /scannow

    Once done, restart your computer.

    2

    If the flashing still occurs,

Go to Start > Settings > System > Recovery > Fix problems using Windows Update > Select "Reinstall now".

    User's image

This will download the repair version of the existing Operating system on your Windows Updates page.

Once the update is ready to install, install it on your PC and see whether the issue is fixed.

    Try this in order:

    1. Reset the graphics driver once. Press Windows logo key + Ctrl + Shift + B. If the blinking stops, the issue was likely temporary graphics driver instability.
    2. Check whether Task Manager also flickers.
      • Press Ctrl + Alt + Delete and open Task Manager.
      • If needed, press Ctrl + Shift + Esc.
      • If Task Manager flickers too, the problem is likely the display driver.
      • If Task Manager does not flicker while the desktop does, the problem is more likely an incompatible app.
    3. If Task Manager flickers, fix the display driver. If Windows Update recently installed updates, try a rollback first:
      • In the taskbar search box, type Device Manager and open it.
      • Expand Display adapters.
      • Right-click the display adapter > Properties.
      • Open the Driver tab > Roll Back Driver > Yes.
      • Restart the PC.
If rollback is unavailable, try updating the driver:
      • In Device Manager > Display adapters.
      • Right-click the adapter > Update driver.
If that does not help, uninstall the display driver:
      • In Device Manager > Display adapters.
      • Right-click the adapter > Properties > Driver tab.
      • Select Uninstall Device.
      • Select the checkbox to remove/delete the driver software if shown.
      • Restart the PC so Windows attempts to reinstall the driver.
Note: rolling back or uninstalling a driver requires administrator privileges.
    4. If Task Manager does not flicker, check for an incompatible app. Update apps first:
      • If the app came from Microsoft Store, check for updates in Microsoft Store.
      • If it did not come from Microsoft Store, get the latest version from the app manufacturer.
If the issue started recently, uninstall recently added or updated apps one at a time:
      • Go to Start > Settings > Apps > Installed apps.
      • Select the app > Uninstall > Uninstall.
      • Restart after each removal and test whether the blinking stops.
    5. If the screen is too unstable to follow the steps, start in safe mode first and then perform the driver or app steps.

A Microsoft Q&A case for blinking desktop icons also suggests trying a clean boot to identify whether a background service or startup program is causing the refresh behavior.
