The ProvisioningDisabled error means that the Azure SQL Database Free Offer cannot be provisioned with the selected configuration. The message specifically indicates that either the selected service level objective (SLO) or the Azure region is not supported for the free offer.

I would first check the configuration of the database rather than the subscription itself. When creating the SQL database, open Compute + storage and make sure the selected pricing tier and compute configuration are supported by the Free Offer. The free offer is tied to specific service levels and limits, so selecting a configuration outside those limits can cause this error.

I would also try creating the database from the Free services page in the Azure portal instead of configuring the pricing tier manually. This can help ensure that the deployment uses an eligible configuration.

If the error still occurs, try changing the Azure region. Free database availability can depend on the region and the capacity available there. You can also check the SQL Database creation page for the regions and configurations currently available for the free offer.

Another important point is that the free offer is limited per subscription. If a free SQL Database is already associated with the subscription, check the existing SQL databases before creating another one.
