This sounds like a tenant/billing lockout rather than an issue that can be resolved by creating another Microsoft account. The new account will normally belong to a different tenant, so it won't automatically regain access to the original billing account.
In a similar tenant-lockout case, Microsoft confirmed that the issue had to be handled through a support ticket and was escalated to the Data Protection team for ownership verification and tenant access recovery.
Since you are still receiving invoices, I would recommend treating this primarily as a billing/tenant access issue:
Keep the invoice number, billing account/profile ID, subscription ID (if shown), and original tenant ID available.
Do not create additional tenants/accounts expecting them to inherit the old billing relationship.
If you can create a support request from any account that currently has access to Azure, select Billing and clearly explain that the original tenant is inaccessible and that invoices are still being generated.
In the description, explicitly state that you are requesting verification of the orphaned tenant/billing account and cancellation of any active subscription or recurring charges associated with it.
Microsoft's billing documentation also makes an important distinction: locking or deleting a billing account does not by itself cancel existing subscriptions; active subscriptions need to be cancelled separately.
If you cannot create a support request at all because you have no access to the affected tenant, this is not something Microsoft Q&A can verify or change from the community side. The billing/support team will need to verify ownership using the information from your invoices and determine the current state of the subscription and billing account.
I would also avoid posting the invoice, tenant ID, billing profile ID, or payment information publicly. Provide those details only through Microsoft's official support process.
