When you say "emails still aren't being received" - Do you mean they are going to the Junk folder? Or they are not anywhere, in any folder?
If they are not being received at all, then they are being "bounced" by the Microsoft Mail server and that is not something controlled by your Save and Blocked list. (Those list only determine what goes to Junk and what is allowed in your Inbox).
If you can contact the sender, please ask them if they have received a Non-Delivery Report (aka NDR, "bounce message) from the Microsoft Mail servers? (It may be in their Spam/Junk folders). Then advise what the error code (e.g. "550.1") and reason for the non-delivery is shown in the NDR.
