Based on your description, the Global Administrator account is normally created during the Microsoft 365 Business subscription purchase and tenant setup process. It is not something that usually needs to be created separately afterward.

However, if you already have access to the Microsoft 365 Admin Center for your tenant, you can create another administrator account by following these steps:
- Sign in to the Microsoft 365 Admin Center.
- Go to Users > Active users.
- Select Add a user.
- Enter the user's name, display name, and username.
- Assign an available license if the account needs access to services such as Exchange Online email.
- Under Roles, select Admin center access and assign the Global Administrator role.
- Complete the wizard and save the account details.
- Sign in with the newly created administrator account and access Outlook.
