This is a known issue due to a recent update. See article https://support.microsoft.com/en-us/servicing/office/hotfix/excel/5002914

For now, two options as workaround.

Please type cmd in the search on the taskbar. Don't press enter key yet. Instead, choose "run as administrator" to launch Command Prompt.

Then run this command (for Office 2016)

"C:\Program Files\Common Files\Microsoft Shared\OFFICE16\Oarpmany.exe" /removereleaseinpatch "{90160000-0012-0000-1000-0000000FF1CE}" "{27882596-A8ED-4382-9C71-6CD2DD19F732}" "1033" "0"

For 2019

"C:\Program Files\Common Files\Microsoft Shared\ClickToRun\OfficeC2RClient.exe" /update user updatetoversion=16.0.10417.20197

For 2021 and 2024

"C:\Program Files\Common Files\Microsoft Shared\ClickToRun\OfficeC2RClient.exe" /update user updatetoversion=16.0.20326.20132

The command is to remove the latest update, which is causing this issue.

Or

Use Ctrl+X (cut), then use Ctrl+Z to re-add the data, then use Ctrl+V after that. this can be a workaround.

I am also facing the same issue of not functioning copy paste commant and formula dragging since recent update of Microsoft. The Microsoft has to provide solution of this issue on urgent basis. I tried to uninstall office 16 and reinstall it then it worked for one day and next day this issue again surfaced.

This is really serious concern and Microsoft should take cognigance on this issue prominently.

Microsoft has confirmed a known issue related to the September 2026 Excel security update. This issue may cause paste operations to fail silently in Excel 2016, Excel 2019, Excel 2021 and Excel 2024, which aligns with the behavior you described where copying appears to succeed but the paste action doesn't complete. 

I recommend that your organization's IT administrator monitor this article for the latest updates, as Microsoft is actively investigating the issue and working toward a permanent resolution.

If permitted within your organization's environment, the current workaround is to roll back to a Windows version prior to the update where the issue was introduced. Detailed instructions can be found here: Go back to the previous version of Windows | Microsoft Support 

Alternatively, you may choose to wait for a future Microsoft update, as Microsoft is aware of the issue and may release a fix in an upcoming update. Once a fix becomes available and has been applied, please ensure that both Windows and Office apps are fully updated, then restart Excel and test the copy and paste functionality again.

Excel retains the copy selection (the moving border) and prefers its clipboard over the Windows clipboard. Bloomberg only aggravates the situation by linking itself to the background memory of Excel. The quickest method would be to use the Esc key in Excel so that you clear the copy selection before opening any other program. You may want to turn off the Office Clipboard pane under the Home tab or disable the Bloomberg add-in under File > Options > Add-ins.
