Unable to switch the Offline to online in Classic Outlook

My email is permanently offline, I have tried to switch it to online but the tab is Greyed out. I have search and followed the Guides I can find but nothing seems to work.

Any help really appreciated please.

    Do I understand correctly?

    From the Classic Outlook main menu, if you switch to the Send/Receive tab and click on the "Work Offline" button, it does not change from a grey background to a white background.
