I failed to pay my bill for Azure because I was as a victim of a severe crime depressed. Now I cannot even use a free plan.

I desperately need to activate a free plan for web app based on Blazor. However, I cannot even activate a free plan. I relate this to the fact that I could not pay my bill in the past because I was seriously ill. Please get me back on Azure again. I need it for a relaunch of my business. I want to advertise my business there which is concerned with migrations to Microsoft 365 and the development of web apps with .NET.

Please help!
