Azure for Students: Foundry model deployment blocked by 715-123420 and Basic Support cannot reach required review team

Hello,

I am an Azure for Students user and a graduate student using Microsoft Foundry for a personal, low-volume, non-production subtitle translation project.

I successfully created a Microsoft Foundry project and resource under my Azure for Students subscription. However, I am unable to deploy Azure OpenAI models.

I tested multiple models, including:

  • gpt-5-mini
  • gpt-4.1-mini

Both deployments fail immediately with the same error:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

The issue occurs across multiple models, so this does not appear to be a model-specific configuration issue.

I also attempted to contact Azure Billing and Subscription Management Support. My support request number is:

2609100010001772

That request was closed because the issue was classified as requiring technical support, which is not included with my Basic Support Plan.

This leaves me unable to reach the team that can review the apparent account/subscription-level fraud or risk-control block.

Could a Microsoft moderator please help escalate this to the appropriate internal risk / fraud-protection / RTFP team for manual review?

I am happy to provide my Subscription ID, Foundry resource name, Trace ID, Client Request ID, Service Request ID, and screenshots privately if needed.

    The error 715-123420 is triggered by Microsoft's backend Risk and Fraud Prevention (RTFP) screening. It is strictly an automated account-level security flag rather than a configuration error, which is why testing different models yields the same result.

    Microsoft internal employees monitor this forum and can initiate a private message directly on this thread to collect your subscription and tracking IDs, allowing them to route a ticket to the internal RTFP team for manual review. I'm going to scale this thread so they can help you out.

    • Avoid Repeated Deployments: Pause new deployment attempts and avoid using VPNs or changing networks, as repeated failed attempts can reinforce automated risk triggers.
