I am a writer with an 80,000 word manuscript. I didn't realize fully what a pain this issue would become.
Somehow in creating a footnote about one third of the way through the final ms, Word turned the rest of the ms
essentially into a footnote, and despite trying many things, I can't undo it. I also can't risk deleting all that work.
It placed a line at the top of each page "thinking" the rest of the ms is a footnote. That language now is locked to comments. All I want is to remove that code. Draft view doesn't show any of this "footnote" text/.

Could you upload a screen shot which illustrates what you see in the document? That way, someone is likely to diagnose the issue faster.
This is the precise place where the footnote takes over...
It is hard to tell from the screen shot, but the content may be inside footnote text. You should be able to cut it and paste it back into the main body of the document.
