Recommended order of action:
- Do not sign out, remove the app, or reinstall OneNote yet.
That is specifically not recommended during sync troubleshooting because it can cause data loss. - Check whether the affected notebook opens in OneNote for the web.
In the OneNote desktop guidance, the supported check is to open the notebook in a browser to determine whether the issue is with the app/device or with the notebook content on the service side.- If the same pages or embedded PDFs are still missing in OneNote for the web, the content likely never fully synced to the cloud.
- If the content appears correctly in the browser, the issue is more likely on the iPad app side.
- Manually sync the notebook on iPad.
On iPad:- Open the notebook list.
- Tap the three-dots menu.
- Choose Sync all.
For a single notebook, use the notebook sync option from the menu. - Leave the device on until sync completes. For large notebooks or first-time/full syncs, this may take a long time, including overnight.
- If OneNote shows a working offline message, use Refresh Now.
If the notebook is read-only or shows WORKING OFFLINE. TAP FOR DETAILS, tap Refresh Now to resume syncing. - Re-open any closed notebooks that may contain the missing pages.
On iPad:- In the notebook list, tap More Notebooks.
- Open the notebooks to include them in search and sync.
- If needed, tap Open more from OneDrive.
- Search for the missing pages from iPad.
- Tap Search on the bottom menu.
- Search for page text or titles.
This helps confirm whether the pages still exist in the notebook structure even if content is incomplete.
- Because the affected content is embedded PDFs, keep the iPad powered and connected after starting sync.
The notebook already has a large local cache size, and the issue affects only certain pages, which fits incomplete content upload/download rather than a full-account sync failure. - Only after confirming the notebook content exists in the cloud should cache-clearing steps be considered.
Since there is concern about unsynced local data, avoiding sign-out, offload, or reinstall at this stage is the correct approach.
If the pages remain unavailable in both iPad and OneNote for the web after manual sync and waiting, the missing PDF content is likely not fully present in the cloud copy yet. In that case, the next best step is to identify and open the notebook on any other device where those PDFs were originally inserted or last edited, then allow that device to finish syncing.
