Azure for Students is limited to one subscription per eligible customer, not per account. If a free offer was redeemed on that account, the entitlement is spent.
Creating a new Microsoft account doesn't reset it either. The eligibility check looks at identity signals beyond the sign-in, including phone number, address and any payment method on file, which is why a verified student email can pass academic verification and still be told you're not eligible.
Start by recovering that old Microsoft account. Recovery can find it from a phone number or alternate email, and it gets you two things: you'll see whether the offer was actually redeemed, and if there's a subscription on it you have a way to reach support. Eligibility reviews go through Subscription Management, which is free regardless of support plan, but you need a subscription to raise one at all.
