cant change cursor icon to normal state

out of nowhere the icon of my cursor has canged to the clasic old one, and wallpaper has turned black. Wallpaper could be changed without a problem, but cursor is stuck. sometimes the new one i tryied to change trought Mouse-properties is shown, but "default" is still the old one

This issue is caused by the OS Build 26100.9278 / KB5120998 update. Microsoft has officially confirmed the issue:

However, Microsoft has released the following KB update to address this issue. Check your Windows update and see if you have this KB available to install.
