I was using my company email for my Learn account and now my email has changed is there a way to connect my old and new Learn accounts?

The issue is when i try to use the old email address it is tied to Okta and it shows that that account doesnt exist anymore.

Yes. If access to the old account is still available, the old and new Learn profiles can usually be connected by adding the new login account to the existing Learn profile. If the new login is already tied to another Learn profile, adding it triggers a profile merge.

Steps:

Sign in to Microsoft Learn with the old company account.
Select the profile icon in the top-right corner.
Select Settings.
Under Account Management, select Add Login account.
Sign in with the new account.

What happens next:

If the new account is already associated with another Learn profile, Learn merges the profiles.
Learning progress, credentials, and transcripts are combined into one profile.
Sign-in continues to work with all login accounts on both profiles.
Merge can't be undone.
If the merge would exceed five work or school accounts, the merge is canceled until that is resolved.

Important limits:

If the profile was created with a personal account, up to five work or school accounts can be added.
If the profile was created with a work or school account, adding one personal Microsoft account is recommended to keep long-term access.

If access to the old company account is already lost and no alternate account was added before, access to that Learn profile and its data is lost. Microsoft cannot recover a work or school account; that must be handled by the workplace or school IT administrator.
