A free program from Microsoft that provides developers with the tools, resources, and sandbox environments needed to build solutions for Microsoft 365.
If billing setup is complete but the wizard still shows No billing accounts found, the issue is usually one of these conditions:
- The billing account is not a Microsoft Customer Agreement (MCA) account.
- The billing account is not in Active status.
- There is no active Azure subscription created under the exact billing profile and invoice section selected for sandbox setup, and that subscription must use an Azure plan.
- The billing profile does not contain at least one active invoice section.
- The signed-in account does not have both required permissions on at least one invoice section:
- View Asset
- Add Asset (Write)
The roles that typically provide those permissions are:
- Invoice Section Owner
- Invoice Section Contributor
- Billing Account Owner
- Billing Profile Owner
Billing Account Reader alone is not sufficient.
Use this verification path:
- Confirm the account used to sign in to the Developer Program is the same account that has access to the billing account.
- Verify the billing account uses MCA and is Active.
- Verify an active Azure subscription exists under the same billing profile and invoice section intended for sandbox setup, and that it has an Azure plan.
- Verify the invoice section is Active.
- Verify the signed-in account has View Asset and Add Asset (Write) on that invoice section.
- In the sandbox billing configuration page, select the refresh icon next to the Billing account dropdown.
- If it still does not appear, sign out of all Microsoft accounts, close the browser, sign in again with the authorized account, and retry setup.
If the billing account has no Azure subscription under it, create a Microsoft Customer Agreement subscription under the selected billing profile and invoice section with an Azure plan, then return and retry setup.
If a spending limit is enabled on that Azure subscription, remove the spending limit before retrying. This changes billing behavior, so if billing is centrally managed, coordinate with the billing administrator before making that change.
A direct backend verification of the specific tenant or billing record is not available here. If all of the above are already confirmed and the account still does not appear, collect the following for support:
- complete error message and correlation ID
- date, time, and time zone of the failed attempt
- Developer Program account used during setup
- billing account, billing profile, and invoice section names or masked identifiers
- billing account agreement type and status
- whether an active Azure subscription exists and which Azure plan it uses
- screenshot of the error and selected fields
Do not include payment card numbers, bank-account details, passwords, or authentication codes.
