Unable to provision Microsoft 365 E5 Developer Sandbox

I successfully completed the billing setup.

Billing Account: [Moderator note: Personally Identifiable Information removed]

The billing account, billing profile, and invoice section are all active.

However, when I select "Set up E5 Subscription", the wizard still shows "No billing accounts found".

Could you please verify why the Developer Sandbox is not being provisioned?
