No. You can only use a single, Microsoft hosted account with Outlook Web.

Yes. A personal Microsoft account can be created by using an existing email address from another provider, such as Gmail or Yahoo, instead of creating a new Outlook.com address.

To do that:

Start account creation by selecting Create an account.
Enter the external email address to use as the Microsoft account username.
Create a password and continue through the setup steps.
Verify the email address with the code sent to that mailbox.

If a Microsoft account already exists and a different external email address needs to be used with it, that address can be added as an alias:

Sign in to the Microsoft account how you sign in page.
Select Add email.
Follow the prompts to add the external email address.

If the goal is to use that third-party mailbox inside Outlook, the email account can also be added to Outlook separately.
