At this time, there is no known user-facing setting in Outlook that allows this specific prompt to be disabled independently while keeping Copilot enabled. Since this is a product design and usability suggestion, the best way to have it reviewed by the Outlook team is to submit feedback through Help > Feedback in Outlook.
