Microsoft Entra External ID: no South American countries available as Country/Region when creating an external tenant

We are creating a Microsoft Entra External ID tenant for a system currently under development—a customer-facing application operated from Chile.

During external tenant creation, Chile is not available in the Country/Region selector. We also verified that other South American countries, including Argentina and Brazil, are not available either.

This appears to affect the South American region as a whole rather than Chile specifically.

In contrast, Chile is available when creating a workforce tenant, so the limitation appears to be specific to Microsoft Entra External ID / CIAM external tenants.

Before creating our production tenant, we need official guidance on the geographic model used for South American organizations:

  1. Is Microsoft Entra External ID supported for organizations based in South America, including Chile?
  2. If South American countries are intentionally not listed, which Country/Region should an organization based in Chile select?
  3. Are South American External ID tenants mapped to North America, Worldwide, or another Microsoft Entra geography?
  4. If United States must be selected, where will directory and customer identity data actually be stored?
  5. Does selecting United States have any contractual, compliance, data residency, billing, support, latency, or service availability implications for an application operated from Chile?
  6. Is there an official Microsoft document that maps unsupported/selectable countries to the correct External ID geography?
  7. Are South American countries planned to become directly selectable in the future?

We have intentionally not created the production tenant yet because Microsoft states that the tenant location cannot be changed after creation.
