Organizing and accessing contact information in Outlook.com

First. could I please have some more information on your setup.
There are many different Outlook clients and it's not clear from your question which one you are using. Please check and advise:
1 -- If you use:
- A web browser (Chrome, Edge, Firefox, Safari, etc.) -> You have "Outlook Web"
- A Mac -> You have "Outlook for Mac"
- A phone or tablet -> You have either Outlook for Android or Outlook for iOS (iPhone, iPad)
- A Windows PC and if you click "File" on the Outlook Main Menu:
- You see an "About Outlook" choice -> You have "New Outlook for Windows"
- You see an "Options" choice -> You have "Classic Outlook for Windows"
2 -- What is the domain (the part after the "@") of your email address? e.g. outlook.com, hotmail.com, gmail.com
The symptoms you are seeing, where contacts appear/disappear without any changes by you, usually indicates a problem keeping the Outlook on your PC in sync with what is stored on the Microsoft servers.
3 -- If you have a Microsoft email account (e.g. outlook.com, hotmail.com) please try to use the web version of Outlook by opening a browser to https://outlook.cloud.microsoft/ and logging onto your account.

Are the Contacts shown there different than what you see when using your PC Outlook client? Are your missing contacts there?
