That error usually means something in Excel's installation got corrupted, so the quickest fix is just to click "Repair now" when it pops up — that alone solves it for most people, so give it a shot first.
If it keeps crashing afterward, go to Control Panel > Programs and Features, find Microsoft 365 (or Office) in the list, click Change, and run a Quick Repair. If Excel still won't behave, go back and do an Online Repair instead — it takes longer since it redownloads the install, but it's more thorough.
Worth also checking whether it's actually Excel itself or an add-in causing this. Press Win + R, type excel /safe and hit enter — if it opens fine in safe mode, then an add-in is the problem and you can disable them one by one under File > Options > Add-ins.
And don't forget the obvious one: make sure Windows and Office are both fully updated, since a mismatch between them can trigger exactly this kind of error.
If none of that helps, it's possible your Windows profile itself is corrupted, so testing with a new user account would be the next thing to try.
